11th Public Procurement Knowledge Exchange Forum

Theme: PROCUREMENT OVERSIGHT AND MONITORING-A MEANS FOR DEVELOPMENT EFFECTIVENESS

The main objectives of the Forum are to:

  • Provide an opportunity to public procurement institutions and other stakeholders who have the oversight control function from participating countries to share their experiences and practices in public procurement reforms, with a special focus on procurement oversight and monitoring;
  • Promote and foster regional and cross regional cooperation in public procurement, and good governance. Give the participants the opportunity to explore and strengthen networking in the area and to seek active involvement and support of international and bilateral donors to further improve service delivery to the citizen through efficient procurement implementation.



Results:

At the end of the Forum, each country will present procurement related actions that are to be monitored throughout the year. This is considered to be the main output of the Forum. Learning from their peers, each team formulates an action plan, upload it on the shared website and monitored by Governments, IFI’s and other procurement experts.



Host, Participants and Agenda:

The 11th Public Procurement Exchange Forum will be hosted this year by the State Procurement Agency of Georgia as per their request. The Forum will be held in Batumi, Georgia during the period of June 9-12, 2015. It will be co-sponsored by the Asian Development Bank (ADB), European Bank for Reconstruction and Development (EBRD), the Islamic Development Bank (IsDB) and the World Bank and in cooperation with European Investment Bank (EIB), SIGMA and OECD.

The Forum is expected to be attended by around 100 people. These include about 50 high level government officials responsible for public procurement in 25 countries (Albania, Armenia, Azerbaijan, Belarus, Bosnia , Bulgaria, Croatia, FYR Macedonia, Georgia, Kazakhstan, , Kyrgyz, Moldova, Montenegro, Poland, Romania, Russia, Serbia, Slovenia, Tajikistan, Turkey, Turkmenistan, Ukraine, Uzbekistan and Mongolia) and representatives from the ADB, IsDB, EBRD, SIGMA, EIB, OECD, WB and others.



Presentations and Discussions:

Speakers and participants from all participating countries and the representatives of the development partners will make presentations on their experiences on “Country Procurement Oversight and Monitoring” systems that will be useful for other countries.

In addition to presentations by participants and donors, key speakers from USA General Audit Office (GAO), Philippine Civil Society Organization and Open Contracting, UK will also make presentations.



Logistics



Tickets for Country Delegates:

The air tickets for Country Delegates will be arranged through the help of World Bank field staff. Country delegates are requested to make sure that their travel request has been prepared and approved by their World Bank contact person. The permissible class for travel is “economy”. An approved trip request will also help in processing the reimbursement requests, if any.



Transportation and Visa Fees:

Participants are responsible for obtaining Visas and their transportation from/to airport in Batumi. Please keep receipts to claim reimbursement through the help of the World Bank Country office.

The Radisson Blue Hotel, Batumi offers group and individual airport transfers. The country delegates can approach Forum organizers with a request to provide an airport transfer service through the hotel. The airport transfer fee for country delegates, if arranged through the hotel, will be included in the hotel accommodation price and covered by the sponsors. Please note that it is approximately 15 minute ride to the hotel. There are ATMs and exchange offices at the airport and in the streets. The taxis do not accept credit cards.

Accommodation:

The Radisson Blue Hotel, Batumi is the place for accommodation and venue for 11th Public Procurement Knowledge Exchange Forum. Hotel bookings for all confirmed country delegates are arranged. The special negotiated single room rate includes breakfast, internet connection and will be paid by the sponsors for the country delegates (maximum two participants from each country) from the 25 participating countries. Check-in time is 15:00 p.m./check-out – noon. All extras (phone, mini-bar etc.) should be paid by the participants during the check-out. During check-in, you will have to provide a debit, credit or cash as an advance payment of USD110 (in local currency) to guarantee hotel expenses not covered by the Sponsors.

Lunch, coffee breaks and Dinners:

All lunches, coffee breaks, two formal dinners and a social event will be arranged. One dinner and the social event will be hosted and organized by the State Procurement Agency of Georgia. The lunches and coffee breaks as well as one dinner will be paid by the sponsors for all participants.

Payment of Per Diem to Delegates:

There will be no per diem payable to any Country Delegate. However, on the basis of actual receipts, the World Bank may process the reimbursement of Lunch and Dinner expenses for the full or part of the day not covered by Host and Sponsors. The full day reimbursement request shall not exceed US$63

Currency:

The local currency is Georgian Lari (GEL). You could exchange money at the airport, in the hotels, at the banks or exchange offices in the streets. The exchange rate as of May 11th is approximately:

1 EUR = 2.62 GEL
1 USD = 2.35 GEL

Weather:

The temperature expected to be around 22-26° Celsius during the day and 14-18° Celsius at night. Please have your umbrella and rain jackets with you for unexpected rains.
